楊泰順教授

壹、授課設計

三權分立是美國憲政體制一項最重要的特色，也因此，美國國會的運作與歐陸國家表現得迥然不同。由於國會獨立於行政體系，國會必須有自己的決策及領導機制；且在分權的概念下，國會的立法程序不僅充滿變數，運作更是獨樹一幟。而行政與立法的競爭及對立，更為美國的憲政實驗加入了許多永無止息的論辯。在國會尋求自主性的同時，美國國會比其他國家國會更貼近民意，但也因此引發不少利益關說的質疑；而為了具備監督行政的知識，美國國會更發展出全世界最龐大的議會官僚。本課程的設計，便是希望由這些制度的特性，導引同學認識美國國會。

貳、評分標準

課堂表現20%、期中考40%、期末考40%。
